He take some bull’s blood with finger, sprinkle on front of atonemt cvr, then sprinkle 7x before atonemt cvr; he then slaughter goat (sin off/people), take blood, do as he did w/bull’s blood; in this he make atonemt for MHP bec of uncleanness/rebellion of Is, whatever their sins; he is to do same for ToM which is among them in midst of uncleanness.

No one to be in ToM from time A goes in to make atonemt in MHP until he comes out having made atonemt for him/household/Israel; then he come to altar before L & make atonemt for it, he take some bull’s & goat’s blood & put on horns of altar; he sprinkle some blood on it w/ finger 7x to cleanse/consecrate from uncleanness of Israelites.

When A finished making atonemt for MHP, ToM, altar, he bring live goat, lay both hands on goat & confess all wickedness and rebellion of Israelites & put them on goat’s head, send goat into wilderness in care of someone appointed for task; goat shall carry sins to remote place, man shall release in wilderness.

A into ToM, take off garments, leave them; bathe w/water in sanctuary, put on regular garments, come out, sacrifice burnt off for him and burnt off for people to make atonemt for him/people; he also burn fat of sin off on altar.
